Just read an article in the Dallas Morning News about rainwater harvesting, and a local class about it where you can learn the basics.

Texas Manual on Rainwater Harvesting
Over the past 14+ years that we've been using rainwater, folks have asked me what is the best resource for information. Now there is a lot more info. online (thank goodness), but one of the first publications I read was the Texas Manual on Rainwater Harvesting.
It's a FREE download from the Texas Water Development Board.

How to Plan your Water Harvesting System
I was just recommending Toby Hemenway's book, Gaia's Garden...A Guide to Home-Scale Permaculture to a local Austin permaculture group. I love this book because it truly is for "home-scale" applications. It covers all aspects of setting up a backyard system that includes edible landscaping, wildlife habitat, water conservation and collection, raising chickens and other small animals in the backyard, guild systems and more.

Mr. Hemenway is the associate editor of The Permaculture Activist, a journal of ecological design.
I noticed that the book is in its second printing now. Published by the great guys at Chelsea Green. Buy the book from Chelsea Green, or from Amazon.com.
They have an excerpt from the book on their website titled "How to Plan Your Ecological Water Harvesting System." Take a look, there's lots of good information there!
